First enacted in the 1990’s by Salt Lake County, the Foothills and Canyons Overlay Zone (FCOZ) governs development in the famed Wasatch Mountains of Utah just outside of Salt Lake City. Covering issues such as slope angle, density, watershed and construction, FCOZ sets strict guidelines for any sort of new construction or project. Developed with an eye toward preserving the mountains and water that feed Salt Lake City, FCOZ covers areas like Little and Big Cottonwood Canyons, Millcreek, Emigration Canyon and the mountainous zones of Unincorporated Salt Lake City.
